To maintain their tax-exempt status, non-profit hospitals are expected to provide measurable benefits to the communities they serve. “Charity care” means free or discounted health services provided to those who cannot afford to pay and from whom a hospital has no expectation of payment. Average charity care spending as a percentage of Net Patient Service Revenue across all non-profit hospitals in Oregon was 3.6% in 2011. We believe tax-exempt hospitals should spend a minimum of 5% on charity care.
